The Chinese government is supportive of companies that are operating in the so-called “Green Industries”. In 2019, the NDRC, MIIT, MEE and other ministries and commissions jointly issued the "Green Industry Guidance Catalogue (2019 Edition)" to outline development priorities for China’s green industry.
Local governments and relevant departments are requested to take the Catalogue as the basis for investment, price, financial and taxation policies and measures according to sectoral and regional development priorities. Therefore, companies included in the catalogue might be more eligible for related preferential policies in their respective locations.
On March 16, the National Development and Reform Commission released a draft version of the 2023 Green Industry Guidance Catalogue and called for public consultation. The draft Industry Guidance Catalogue contains 22 more items than the previous version, and is clustered in 7 categories, including energy saving and carbon reduction, environmental protection, recycling, clean energy, ecological protection and restoration, green infrastructure upgrading, and green services.
Many German companies with their advanced technologies, products and services strongly contribute towards China’s decarbonization goals (See German Chamber’s Decarbonization Paper). To benefit from preferential policies associated with this catalogue, please make sure that your industry (if operating in this large field) is listed and check if the categories mentioned are specific enough from your point of view.
（Note: In addition to this overall catalogue, there are local catalogues which differ, but still need to take the overall catalogue as a reference.)
