German Energy Center & College (GECC) was founded in 2008 by Mr. Johannes Freise and partners. It is a German government-sponsored technical exchange and personnel training organization for the overseas development of German energy and environmental protection companies. It was originally established to support cooperation between China and Germany in technology education and training, especially for China's urgent need to improve its energy structure and reduce carbon emissions.

During the German government's preparation for the German Pavilion at the 2010 Shanghai World Expo, GECC, with the support of the German Federal Ministry for Economic Cooperation and Development, the Bavarian Free State Government and the German Center, joined forces with outstanding German energy-saving companies in the German center in Zhangjiang, Shanghai. The GECC Shanghai Energy Center Exhibition Hall was built in the venue to introduce and promote advanced energy-saving technologies from Germany as the energy technology branch of the German Pavilion at the 2010 Shanghai World Expo.
